残念ながら、障害者権利条約の視点がかけていますが、それでもなお日本政府にとっては重い質問であると考えます

Right to life, prohibition of torture and cruel, inhuman or degrading treatment, treatment of persons deprived of their liberty, and right to a fair trial (arts. 6, 7, 9, 10 and 14) 11. Please comment on reports that, despite the recent amendments to the Act on Mental Health and Welfare for the Mentally Disabled, the policy for persons with mental disabilities has continued to maintain a large number of persons hospitalized on involuntary basis and frequently for a long period of time. Please indicate whether there is alternatives to hospitalization of persons with mental disabilities and if effective legal safeguards are in place, including access to judicial review over involuntary placement.
生命の権利、拷問および残虐で非人道的品位を汚す処遇の禁止、自由を奪われた人の処遇、公正な裁判の権利（６条、７条、９条、１０条と１４条） 11　精神保健福祉法の最近の改正にもかかわらず、精神障害者への政策が、大量の人が非自発的に入院させられておりしかもしばしば長期にわたっていることを維持し続けていることについて、報告においてコメントされたい 精神障害者の入院に代わる代替措置があるのか否か、また非自発的な拘禁に対して司法審査へのアクセスも含む有効な法的セーフガードが存在するのか否かについてしめされたい
